Plaintiff sued public entities that had offered a $1 million reward for information leading to the arrest and conviction of Christopher Dorner, claiming that he was entitled to the entire reward. Representing the City of Riverside, GMSR successfully demurred to plaintiff’s breach of contract and constitutional due process claims, and then secured an affirmance on appeal. The Court of Appeal majority held that plaintiff forfeited his breach of contract argument on appeal by inadequately developing it, that he had not alleged a cognizable federal due process claim, and that his state due process claim failed because the California Constitution does not authorize monetary damages for due process violations.
