City of Riverside v. Valley Outdoor, Inc. (Sept. 13, 2005, E036258) 2005 WL 2233617 [nonpublished opinion]

The Court of Appeal affirmed the trial court’s grant of a preliminary injunction to GMSR’s public entity client seeking removal of billboards, but held the trial court erred in refusing to give a federal judgment full res judicata effect and ordering removal of the signs instead of granting lesser relief.
