Petition for review after the Court of Appeal reversed the judgment in a civil action and remanded with directions. This case presents the following issue: Under Insurance Code section 10091, subdivision (c)(1), may the Insurance Commissioner require the California FAIR Plan Association to offer an expanded homeowners’ insurance policy that includes liability coverage with respect to the insured property?
