For more than 30 years, GMSR founding partner Martin Stein – Marty, to everyone who knows him – has represented public entities in the state and federal appellate courts, building a substantial public entity practice, a practice that has made GMSR the “go to” appellate law firm when public entities are seeking favorable results. Additionally, he has developed substantial expertise in medical malpractice, representing both public entities and private hospitals.
After graduating from UCLA with a degree in Political Science in 1962, Marty received his law degree from UCLA School of Law in 1965, where he cut his teeth in the courtroom in the Moot Court Honors Program. He then spent four years in the Judge Advocate General’s Corps, United States Army, rising to the rank of captain while handling a wide variety of military trials and appellate matters. In 1970, he joined the Los Angeles County Public Defender’s Office, starting in jury trials and then focusing on appeals. In 1976, he joined the State Public Defender’s Office, serving as Supervising Attorney of the appellate section and rising to Chief Assistant State Public Defender in charge of the Los Angeles office.
During his criminal defense years, Marty briefed and argued many appeals in the Court of Appeal and the California Supreme Court. Wanting to pursue civil appeals, in 1983 Marty joined Irving Greines, Alan Martin, and Kent Richland in founding GMSR where he brought an expertise in government tort liability claims.
In his spare time, Marty lectures widely on appellate practice and has served as an expert witness on the claim presentation requirements of the Tort Claims Act.
